Citadel Levels

Any Level   If you have any level citadel you may purchase a planetary transporter, which allows you and your ship to transport to a nearby sector. (upgraded one unit/sector at a time. The transporter uses 10 units of Fuel Ore for each sector traveled.
Level One Yes - - - - - Treasury Accounts earn 3% interest.
Level Two Yes Yes - - - - Your fighters stationed on the planet will now defend  your planet with 3:1 odds. Remember to leave your fighters on the planet at night if you stay there.
Level Three Yes Yes Yes - - - Quasar Cannon has sector & atmosphere controls. The quasar cannon uses fuel ore.
Level Four Yes Yes Yes Yes - - You can move your planet; costs 400 units of fuel per sector moved.
Level Five Yes Yes Yes Yes Yes - Your enemy must destroy all your shields before they can land on your planet. Ten ship shield points equals 1 planetary shield point.
Level Six Yes Yes Yes Yes Yes Yes Keeps your enemy from leaving your sector once entering.
